resolve and commence without delay certain Batteries for defence of the Colony.
The expense of the same has amounted to £425.11.6 which I at first refused to recognise but having been addressed by Mr. Mercer on the subject I have consented to pay the same relating to this calling upon
however that I would appeal against it
