Earl de Grey has approved the transfer of the land in question on the subjoined Conditions;
That the Colonial Government build a retaining wall at the foot of the scarped face so as to prevent landslips, and that they construct a flight of steps from the road to the War Department property above.
I am, therefore, to request that you will acquaint the Duke of Newcastle to the above effect.
