I mention this to shew the

singular increase of Criminals, &

the necessity of adopting all the available means of custody and disposal but it is now my

intention to propose the restoration of strong Guard as the Victoria gaol.

However strong I am

in Opinion that a

Gaol & Guard is

required in permanence for

Stone

on the suggestion

Cutters Island which

of

Governor Robinson approved by

the Secretary of State for the Colonies

is to be used entirely for the purpose

of an extensive Convict Prison... This as

I have said above is the

immediate cause of the Governor's

communication.-

I am of course unaware of the Field Force under your strength of

I should remark that on

a late

occasion a force of 45 men from the actual garrison of the Colony

was

despatched to Canton for a time

I should be glad that

they were returned & if

it be necessary

that their places were supplied from

the Force under

your disposition by orders which do not form part of the garrison of Hong Kong..

Even so small a number as three might enable the desired assistance
