census showing it at 123,000 our police-force is spread over a large space, the City of Victoria having been enormously extended, a portion of
Stone Cutters Island added to

demand for protection & Supervision I find the Garrison in the last
weekly Return given at only 1636

officers and
the men of all
ranks.

following facts connected with the military gaol guard

Small Guard
was furnished to Victoria Gaol. It was then, as will be readily understood, withdrawn but was replaced on our
