I informed you that I had represented to Sir Bruce that if he could persuade the Chinese Govt to give the entire control, payment, discipline of the 1000 Chinese under instruction by Lieut Cols Webb & Kingsley, I should be enabled to send to England the 31 Punjab Regt.

The representations Hong Kong Govt have just cut out Hospitals for an increase of the Garrison at that Colony together with the postponement of the evacuation.
Jakes will prevent my being enabled to carry out my intentions respecting that Regiment...

I take the opportunity of your visit to the Colony to bring to your notice the condition of the Garrison - a subject that for some months past has occupied my attention, but which I have hitherto resisted bringing forward as I was anxious that no action on my part should embarrass in any degree your own conduct of mil affairs in China or interfere with the views of Her Majesty's Minister Plenipotentiary at the Court of Peking.
In addition to your presence in the Colony I have another cause
