total estimated expenditure of the year, although a portion of such Expenditure may be part of a sum previously included in special work.

Under Articles Not 2, 3, and 4 of the Instructions of 1841 the Estimates form the basis of the Account. The Estimate of the Expenditure is to include all Expenditure, whether to be defrayed from Revenue or out of Parliamentary Grants, and to distinguish the Establishments already fixed by Her Majesty's Government from other Expenditure not so fixed.

Under these Regulations the Estimate (Form B) of the year should include the whole of the contemplated Expenditure whether already fixed under Civil List Ordinance, or by Ordinance for special work; and at the foot of the Estimate the amounts of the Civil List Ordinance, and of the Ordinance for the service of the year should be noted; if annual Votes are not taken in respect of special Ordinances, nevertheless that portion of the amount provided by such Ordinances, to be expended in the year, should also be noted.
