With reference to Mr Ellis's letter of the 26th August on the subject of the Hong Kong Estimates, I am commanded by the Lords Commissioners of Her Majesty's Treasury to transmit to you, for the information of the Duke of Newcastle, the enclosed Copy of a Report, No 348. 19. Oct, from the Commissioners of Audit; and to request that you will instruct the Governor of Hong Kong to frame the annual Estimates in the form recommended by the Commissioners of Audit, but subject to the following modification in regard to providing for Frederick Rogers' salary:
