441. I observe that there was an opportunity of catching you on a point of much importance which is raised.

The Acting Governor (1024) asks that the Ordinance establishing the Coinage of Copper should be attended to so as to admit a Mint in Hongkong.

The Treasury (10621) reply that the Ordinance comes out altered in some way Mr. ... suggests, supports, but not an additional clause that a further ordinance authorizing the coinage of copper coins may be passed according to the terms of the proclamation.

This letter was sent out to the Colony. The Governor was not authorized to draw ... on the above clause.
