With reference to your letter of 16th Ultimo, inclosing copy of a despatch which His Grace the Duke of Newcastle proposes to address to the Officers of the Government of Hong Kong on the subject of the contribution by that Colony of a Sum in regard to the Cost and Charges incurred by the Imperial Government in respect of its Military defence, the Lords Commissioners of Her Majesty's Treasury desire to acquaint you, for the information of His Grace that their Lordships are unable to follow the reasoning of the proposed dispatch without being made acquainted with the causes of the Estimated decrease of Revenue in the year 1863 as compared with the amount in the preceding year, but if the Financial Resources of the Colony, as derived from a retrospective ...
