Bank loans vouched by the deed of settlement - The Bank had for some time been carrying on business at Calcutta and other places in India and at Canton in China, which it required no other power to do than that conferred by its Deed of Settlement.

I am commanded by the Lords Commissioners of Her Majesty's Treasury to transmit to you the enclosed copy of a Report from the Commissioner of Audit (No.2277 of 20th Ultimo) on the state of the Colonial account, Hongkong, for 1861, and I am to express that you will move the Duke of Newcastle to forward the same to the Governor of Hong Kong with instructions to act in conformity with the suggestions of the Committee in the provision in the annual estimates as regards £2218.
