In December 1862, the Governor desired to know whether

the total expenditure for the year would exceed the expenditure contemplated when the original Estimates were framed, and that the auditor replied that they would not; but that he

afterwards explained that, when he made this

reply, he had omitted to take into consideration

before the accounts for the year are completed, and the Governor

in the 148th paragraph of his despatch of 28th January

1863, asks if he is permitted to pass

a Supplementary Ordinance "immediately after the

conclusion of the year, instead of in the month

of December. Upon which we have to report

that the latest accounts for the year have not at

that time been received: These accounts having, however,

been shortly afterwards received, the expenditure

had not at that time been included in

and it appears that there was an excess of

the Supplementary Estimate £12,300: 13/ over

the original estimates. $59,041

The Merchants in making this explanation

point out to the Governor the "very great difficulty

both for the reasons expressed by the auditor,

and also with the view of avoiding errors

which might arise in consequence of preparing

the Supplementary Estimates before the Accounts

of the Agents General for the year have been

received, We are of opinion that the

Supplementary Estimate Ordinance should not be
