We had the honor to recur under Your Lordships Order of reference of the 16th ult.

the accompanying dated letter from the Colonial Office, transmitting for your Lordships Copy of a Despatch, and enclosure received from the Acting Governor of Hong Kong suggesting that the supplementary Estimate ordinance should be passed immediately after the close of each year, instead of the last mouth of the year, and enquiring whether your Lordships are aware of any objection to the change suggested.

It is seen from these papers that when in the course of Estimate the supplementary Estimate was laid before the Lords Commissioners of Her Majesty's Treasury.
