under Your Lordships Order of reference of the 24 ult., the accompanying turned letter from the Colonial Office dated 4th ultimo, enclosing a Copy of a despatch from the Acting Governor of Hong Kong with the Surveyor General's Report and Estimate, No 17 of 1863, for Miscellaneous works, amounting to $2500,- and expressing the desire of the Secretary of State to be informed, with reference to the note which the Acting Governor has affixed to this document, whether, in the opinion of this Board, My Lords Commissioners of
