I have the honour to acknowledge the receipt of your letter of the 4th inst. wherein you state that the Governor, in Council, have been pleased to request a copy of my letter to the Duke of Newcastle of the 29th Ult. with its enclosure (relating to a large Box of seeds which came by post from Japan for the Royal Gardens with charge £127.10.) before his consideration of making the remission of the proposed duty.

I beg leave to state that as the Box in question contains seeds not "Botanical specimens," it is quite certain that they will be utterly destroyed long before an answer can be received from Hong-Kong. Indeed there is great delay and inconvenience caused by the retention of the Box at this office.
