You will find from this department, which you will consider as sent to your guidance, that F. Bruce has been instructed to communicate with you, the officer administering the government of Hong Kong, so as to arrive at an understanding as to the manner in which they should exercise the concurrent powers conferred upon them.

I have only to add that you are instructed, before exercising the power of pardon entrusted to you, you will, in the absence of any pressing reason to the contrary, consult the Judge before whom the prisoner was tried, and that in all cases where the offence has anything of a political character, you must obtain the concurrence of Her Majesty's Minister in China.
