a Letter from previous papers, the Colonial Office, inclosing a Copy of a despatch from the Acting Governor of Hongkong, together with a Proclamation issued by them, prohibiting the "Exportation of Military Stores from Hongkong.

Mr. Hammond was also pleased to state that the Duke of Newcastle requested if he informed whether the selling Governor should be allowed to grant permits for the exportation of arms on behalf of the Imperial Government of China, and that the applicants were duly authorised on behalf of the Imperial Government of China.

It was added that the Duke proposed to approve the intention in the Proclamation "Provisions or any sort of victual which may be used as food".

Mr. Hammond was also pleased to request that we would take the draft Proclamation into our Consideration and return it with our general opinion upon it, as well as upon the points to which attention was specially called in the Colonial Office letter.

In obedience to Mr. Hammond's commands, we have taken this Matter into consideration and have the honour to report that we are of opinion the Acting Governor should be allowed...
