The Master of Taongshai has asked me to seek your cooperation under the following circumstances.
Arms & Ammunition in large quantities find their way to the Taiping rebels in this neighbourhood, in spite of all the efforts of the Imperial Authorities to prevent it, and careful enquiry into the matter leads the authorities to conclude that most if not all the supplies come from Hong Kong.
