With reference to your Letter of the 25th Ultimo, I am directed by Earl Russell to request that you will inform The Duke of Newcastle that His Lordship concurs in the Draft Instruction respecting the right of the Chinese Government to demand the Extradition of Chinese subjects, charged in Hong Kong with offences against their own Government, which it is the intention to address to the Acting Governor of that Colony.
