and the Regulation

of the 20 January 1850,

made for carrying

out that Treaty, naturally

adopted similar language "crime or offence against the Laws of China."

'Tis true that the terms of the Treaty of

Tientsin (Article 21)

are general, namely "Criminals subjects of

China", but inasmuch

as the crime supposed

must have been

committed

in China

and the criminal must be a person
