with reference to the provisions of the Treaty of Tientsin authorise the extension of the provisions relating to Political Offenders and apply for instructions as to the course to be adopted by your Government in cases where the Chinese Authorities demand the Extradition of Chinese subjects charged in Hongkong with Acts which constitute Offences against the Laws of their Own Country but not against the Laws of England.

It is necessary to inform you that generally the opinion of Her Majesty's Government is that Crimes against the Law for the Commission of which in China, by Chinese Subjects, the Government of that Country has the right to demand the extradition of the accused, being fugitives at Hongkong, are
