that the Brit. auth? Hong Kong apprehended and prosecuted those citizens who it is necessary to say suffered all kinds of maltreatment. It appears unquestionable that Helguero and Pastor did not commit any crime whatever, whereas they were subsequently acquitted, and that the Govt. of H. M. the Queen being informed of the facts and not finding the proceedings against them in accordance with the British Laws, ordered that her authorities at Hong Kong should desist from taking part in the cause.

Their antecedents show that there are strong reasons rather for protesting against the maltreatment and the illegal proceedings of which those two Peruvians were the victims than for subjecting their conduct to a fresh examination.

Under these circumstances I am about to give instructions to our Leg. in London to continue the demands now pending to the effect that Helguero & Pastor be indemnified for the injuries they have suffered and for the injustice of which they have been the victims.

Moreover, previous to this, the necessary orders have been given.
