I have had the honor to acquaint myself with the contents of the different notes addressed to this Dept. by you regarding the proceedings of the British authorities in Hong Kong with respect to the two Peruvian citizens Helguero and Pastor connected with the shipment of certain coolies on board the French ship "Ville de Agen". From the documents which I have before me, it appears that the Leg. & Cons. Gen. of H.M.B.
