"The Admiralty will advance £3000 to be repaid by instalments of an amount equal to 7 per cent on the total sum advanced, out of which interest at the rate of 3 per cent is to be taken, and the remainder to be paid in liquidation of the debt, provided always that the extra cost of deepening the Dock beyond 20 feet shall not exceed £3000 per foot of depth.

St. Starris, the Officer in Command of Her Majesty's Ship "Necker" for the Entertainment of the Bishop of Victoria on his passage between Japan and Shanghai in May and June last, and My Lords desire.
