putting yourselves in communication with the Committee for building the City Hall, with a view to the reception of the Morrison Library

His Excellency desires me to state his intention to send your communication referred to above to the Secretary of State if possible by this mail, but regrets that he cannot hold out any hope that His Grace will sanction the grant of the plenary aid, inasmuch as this has been recently refused to a Public Institution with a somewhat similar claim.
