of a Jam of opinion that the establishment of a Peruvian Consulate here might give this Government the means of effectual remonstrance in cases (still reported) of Kidnapping Chinese coolies on the Chincha Islands off Lima, and with this view I should be glad to see a Peruvian Consul accredited to Hongkong.

But I am bound to say that I do not consider Senhor Piñeyro a fit person to be appointed to the office, and in support of my opinion I would recall to Your Grace's recollection that this Gentleman was a strong apologist of the outrages in which the Ville d'Agen was concerned in the month of August and September 1861.

I may refer Your Grace to his letter to M. Osma the Peruvian Minister in London dated 12th December 1861 which formed one of the Enclosures in Your Grace's Despatch No. 26 of 14 March 1862.
