It cannot be called into question, we consider it to be unsafe for carrying a large number of convicts, amongst whom a commotion or rising may take place at any moment and particularly when alongside the bulk, where it seems to be generally the custom to make a sudden rush on board, thus rendering it difficult to get about her model not as desirable as one built upon other principles, would therefore recommend that a flat-bottomed boat, such as is generally used for the embarkation of troops, be substituted for performing this service.
2. We are satisfied from the evidence elicited that a proper discipline is not maintained on board the Hull, as far as carrying out the Superintendents' instructions is concerned, to which we would recommend a more unquestioned obedience in order to aid in the re-management of the system required (in our opinion) for governing a number of Convicts thus situated.
3. We are of opinion that the inexperience of the Superintendent in the duties he has undertaken to perform, in spite of the inefficiency of discipline existing on board...
