it over. If a turnkey had been in the long boat with the prisoners, he would have had greater powers of restraining their roughness, but I do not believe there was actual danger of the long boat capsizing, therefore I gave the order before the time of the accident.

At the time the long boat arrived alongside with the last detachment on 27 July, I was on the poop. I heard a noise when the boat came alongside, but this did not attract my attention. I cannot see from the poop what is happening forward without stopping because of a canvas screen that I have been compelled to put up to shield my wife from view from forward.

I called out from the poop to see what was happening. I saw the gangway up which the prisoners ascend - I heard someone say that the boat had upset and then I ran to the side and threw a rope toward the boat; every means was taken after that to save the convicts.

Since the accident, I have ordered that only sixty prisoners shall be conveyed in the boat at one time, and I have also ordered that a turnkey...
