For as far as I know, there have been no cases of sickness in the vicinity caused by the night soil bins, but they have not been so noxious as to cause sickness to anyone. I believe them to be all remarkably healthy.

A very simple and effective remedy is applicable to all. Dust bins from which effluvia may be discharged may be controlled by the Police, and the Contractor should be made to do his duty. The removal of night soil by hand is, I maintain, in theory the most perfect means that can be adopted - the drains are not surcharged, less water is required duly, and Springs and Rea Const are not polluted.
The Police have long had orders to prevent rubbish being turned over and nuisances of every kind being permitted. I agree with the Committee's Paragraph 26. In my view, these exhalations will recur if the current practices continue.

They have no doubt largely increased in number, and it may be arranged to be unobjectionable.
