I accordingly do so now, and am

conclusions of the Committee at their

meeting of the 5th October

I regret I was not present at this meeting - the Report elaborate as it is,

embracing 88 Paragraphs

and occupying

a period of upwards of 6 months in

preparation, must have

required careful study and Consideration by the sub-Committee. I am inclined to think

however that in unanimously adopting it

the remainder of the Committee have not considered whether

the whole of their recommendations are practical of execution or if so - if the

perfect knowledge

of the Colony, and

more

than

any other member of

the Committee in regard

to the peculiarly

irregular formation of the whole site, and the circumstances which induced the

present system of drainage to be

adopted

as explained by

me at the last sitting

on the 4th April, I am inclined to believe, I might, had I been present

on the 5th ultimo, have induced the Committee to

Modify, if not change

some

of the

paragraphs.

Consider as

I do

some of the

recommendations

for instance which I as a professional man consider impracticable

on

the nature of the

ground

and general circumstances

and others on

the score
