One of the most common and effective, (wood charcoal), is readily procurable here; but its use could involve considerable outlay, if largely adopted, and there would be great difficulty in generally applying it so as to secure satisfactory results.

The Committee having now submitted to the consideration of His Excellency the acting Governor various suggestions for the improvement of the drainage and public conveniences of the city in their sanitary bearings, would earnestly impress upon His Excellency the absolute necessity of the hearty and effective cooperation of the Police in preventing nuisances.

Without such cooperation the best devised arrangements could be but partially successful; to impute unnecessary blame, or to disparage the efficiency of the force in other respects, it must be remembered that the bulk of them are Asiatics, with kindred feelings to those of the Chinese on the subject of nuisances, and that it is notorious that all manner of nuisances are daily committed under their eyes with perfect impunity.

The remedy for this must lie in the energy of the present efficient officers combined with a modification of existing regulations, a scheme for which the Committee now suggest, viz: The issue of licenses for all public conveniences should rest with the Superintendent of Police.
