the city from the noisome effluvia so loudly complained of, and an additional, although secondary, consideration in its favor, is that these reservoirs and connecting works might be made available as landing places, both for passengers and Merchandise.

The Committee do not anticipate any injury to the salubrity of the harbor from these outfalls. On the contrary, the sewage by being thrown into deep water where the currents are strong would be much more effectually removed than by the present imperfect system, which leaves fetid deposits in shallow water near shore.

As an escape for foul gases from the outfall reservoirs suggested above, a small hollow pillar might be added to each of them, 10 feet in height, with vent holes above and under the top, while below a trap could be fitted in the roof of the reservoir, and in which could be combined the means of odorising the gasses during their escape.

The object of having an escape under the top of the pillar is, that, if approved of, colored lights (in figures or plain) might be placed above; and duly classified, they would thus afford at night guides to these several convenient landing places.
