To complete the power of control, of the city; and in improving the present system of surface drainage should be combined with that of the Sewers, (both main and subordinate,) so that the surface waters should flush every main sewer.

At present the sewerage is on the whole proper for the lower levels of the City, and to relieve them, increased means should be given for extending these works in a rapidly increasing City, the Committee would suggest the adoption of a system of intermediate levels.

Eastward of Glenealy, their adoption is unnecessary at present; but to the Westward their judicious introduction could materially benefit the more populous part, while greatly relieving the drainage of the lower, and more populous part, (by intercepting sewerage of the upper districts,) it need not entail the necessity of present heavy outlay on works; but be extended "pari passu" with the growth of the City, the temporary sewage delivery of such system, during its progress, being made through the successive sewers on the main inclines, and all such preceding outlets being in their turn cut off.
