expected, from the absence of careful consideration of the relevant details, upon which the greater many less attention to which, the result, either for good or evil, must eventually depend; and that the necessary drainage and Sewerage requirements have been too much overlooked in the laying out of lands for sale as Town Lots.

With the exception of catchwater drains on the higher levels on the hillside (of comparatively recent construction), which divert a considerable volume of water into the Military Mullah at Murray's Barracks, no provision appears to have been made for ordinary flood waters apart from the ordinary drainage of the City.

From this it results, that during the occasional heavy floods (of periodical recurrence, from the heavy monsoon rains), the ordinary drainage of the City has been burdened beyond its capacity and strength, and has suffered in proportion.

To be effective, the system of drainage must embrace means of escape for these flood waters, independent of the present catchwater drains (which may some day give way under heavy force), and also the power of controlling all ordinary supplies of water (not specially appropriated to the water works lately constructed) for Sewerage and other purposes.

For any system of sewers, a command of water to flush them occasionally in the dry season is of much importance.
