TIT 23 should be of the simplest form; The construction of the urinals but a supply of water is indispensable. For want of public arrangements in some places, a disgusting exhibition is made of urine escaping into the public street.
24. For each of these three classes of public conveniences respectively, viz: Dustbins, Privies, and Urinals, the Committee strongly recommend that one uniform plan of construction should be adopted, and that they should all be under Police control.
25 Before leaving this branch of nuisances, the Committee would propose, that water delivery stands alone should be placed at cross roads, Dust bins, privies and urinals being located in more retired situations; while those at present existing in the more public thoroughfares should be removed.
