This of itself is highly objectionable as regards the water delivery stands, which the Committee consider should be kept apart.

The Committee are also of opinion, that the selection of sites for Dust bins should be made with reference to the least possible annoyance to the public, and to the facility of connecting them with a public sewer, as well as that their construction should be such as to enable any moisture in them to be drained off directly into the Sewers; and that these bins should be thoroughly cleansed by water at stated intervals.

The Committee further consider, that access to the roof should be from the street side, with the object of checking abuses by such publicity that the aperture in the roof, (through which the rubbish is deposited,) should be built round to a sufficient height to prevent the commission of nuisances; that the door below should be constantly secured; except when the contents are being removed; and that these contents should not be permitted to be disturbed at any other time.

Public privies are of two classes - Those which are Government property, (of which there are only three) let to Contractors, who undertake to keep them clean; and those established under government licenses to private speculators.
