injudiciously chosen that another cause of serious annoyance to the inhabitants of Victoria is the mode adopted in the removal of night soil from Dwelling Houses, its accumulation at fixed sites in open and partially covered pits, and its subsequent transport to the boats employed for the removal of the same to its ultimate destination.

and that the present large unprotected openings for the servers and very greatly to the Nuisances complained of, and offer every facility for furtive deposit therein of ordure of all descriptions.

The present arrangements for cleansing and scouring the markets are also defective; and the Inspectors reported the existence of Fanneries, He-odрено, and other such sources of injury to the public health.

The Committee, taking the above-named nuisances in their order, call attention first to Dust bins.

The evidence of the witnesses shows that the use of these bins is not confined to their legitimate object; but that they also frequently are used (notwithstanding prohibition) as privies and urinals, the consequent stench being extremely offensive. Ten (10) Dust bins are specially referred to by the witnesses, and their Construction in the opinion of the Committee is capable of material improvement.
