Your Grace's approval of this measure was subsequently signified in Despatch No. 27 of 13th March, 1863.

As the Committee give an Estimate of the Expense entailed by the adoption of their proposals, I am unable at present to form a judgment upon them, and as Mr. Cleverly gives me to understand.

I have now the honor to enclose the letter of appointment and the Report of the Committee, dated 1st instant.

That the importance of the matter was not underrated is shown by the lengthened consideration given to it by the Committee, and also by the variance of opinion in which it has resulted.

On Sir Hercules Robinson's return, he will apply for leave of absence, and propose to submit the papers to his successor, and a report of the final conclusion will be made in due course.

I enclose copy of my acknowledgment of the Report.

I shall also report the amount of Gratuity when arranged, that has been awarded to Mr. Alves who has acted as Secretary to the Committee.
