I am directed by the Governor to submit for the consideration of the Postmaster General a copy of a despatch from the Officer Administering the Government of Hongkong relative to suggestions made by the Superintendent of the Peninsular & Oriental Steam Navigation Company respecting letters carried by their steamers other than those conveyed by Her Majesty's Mails, other than those conveyed by Her Majesty's Mails, with correspondence relating thereto.
