the large mercantile houses here and
at Shanghai
are in the
habit
of
sending their correspondence between
these places in this
way,
which
gives them such great advantages
over
the Community who
adopt the legitimate
means
of
transmitting their correspondence,
by being able to obtain their letters immediately on
the arrival
of the Packets instead of having to
wait whilst the mails
are
being
examined and taken account of by this Government.
