he adds a portion of a correspondence which has taken place between the Company, the General Post Office in London and this office, which I think is calculated to mislead the Community and be misunderstood, because to have brought the matter forward in the public prints, if it were proper to do so I am of opinion that the whole of the correspondence on the subject of the illicit Conveyance of correspondence by the Contract Packets should have been put forth, and that in its present state, which is simply an apology to the Public on behalf of Mr. Sutherland for doing his duty in carrying out the Contract.

I consider it is likely to bring the Government of the Colony or its Post Office into disrepute, and I therefore judge it to be prudent to lay the whole of the correspondence which has taken place on the subject, the circumstances which have given rise to it, and the insertion of notice in question in the Newspapers before His Excellency the Acting Governor, with a view to the same being brought under the notice of His Grace the Duke of Newcastle in such manner as may have the effect of putting the matter on a fair and proper footing.
