Men Firth has been instructed to acquaint Mr Carvalho that this appointment is strictly provisional - pending Your Grace's sanction and approval.
In my Despatch to Your Grace No. 129 of 12 July last, reporting the arrangements made for carrying out the provisions of Ordinance 5 of 1863, I submitted a rough memo of their effect, in a financial point of view, showing a yearly saving of £592.0. The expenditure now reported is therefore only £8 beyond that amount, and as Major Firth states that this increase to his Department is urgently necessary, I hope Your Grace will sanction £123.6.8.
The expenditure provision for which will be made in the Supplementary Estimates.
