I admit that the Houth has been
costly, but having regard to the necessity of

due economy has been practised, and trust that after this further explanation Your Grace will acquiesce in this opinion

On the subject of safe custody I
may here mention that the Gunboat
I should not have cared to begin the
experiment of the Hulk without the aid
of both these Auxiliaries

The items in the enclosed list have all been reported absolutely necessary and I venture to ask Your Grace's sanction of the outlay
