On the 8th November 1862 (Despatch No 155) I was desired by your Grace to devise some plan by which the Convicts might be removed from the old Prison, so that the New Police Station and simultaneously the Stone Culler's Island Gaol might be commenced.

Your Grace likewise enclosed a letter from Sir Hercules Robinson, as presumed, for my information and guidance.
