On the 8th November 1862 (Despatch No 155) I was desired by your Grace to devise some plan by which the Convicts might be removed from the old Prison, so that the New Police Station and simultaneously the Stone Culler's Island Gaol might be commenced.

at first I made an attempt to arrange with the Naval Authorities for the occupation of Her Majesty's Ship Hercules, a hulk lying in harbor and applied to the Military Authorities for purposes - I found however that she was unsuitable from decay and other causes, and advertised for a Hulk, the result of which advertisement has already been reported in No 42 of 14.
