I have accordingly called upon Mr. Thornton's Agent (Mr Watson) for explanation,

who states as follows: "Mr Thornton's assertion to the Duke of Newcastle that 'I had informed him that his salary had been stopped in Hongkong' is positively incorrect, as I have never given him any such intimation."

5. Mr Watson reports that he has already remitted to Mr Thornton the several sums thus paid.

6. It must be concluded that Mr Thornton has strangely misapprehended his agent's communication.

7. The Money having been duly paid from the Colonial Treasury, and remitted to Mr Thornton, it would follow that Mr Thornton, having been twice paid, is the proper person to refund.

8. I have also seen the salary Abstracts of the Harbor Master's Office and ascertained that Mr Thornton's half Salary has been duly paid to his agent up to 30th ultimo.

5. He is return to duty may be expected in 2 months hence and should he not show that he has refunded at home, he shall be made to do so here.
