its humiliating nature, I must say
that such is
my
opinion.
Mr Forth was present during the whole of the Sittings of the Council
at which the Ordinance was discussed
and never said one word against the principle of it or any of its provisions.
I can see no difficulties whatever that care or interest in working
it could not easily surmount.
I have to add that Mr Forth has been
afforded every assistance and facility
it was
possible to afford, with the exception
of increasing
the staff of his Department
by an additional Clerk for which there
was no necessity.
It is to be borne in mind that
the working Staff of the Police and Lighting Rate Department has been added to the Treasury Department, and that the work is lighter owing to the rates being
now paid at the Treasury-instead of being collected, as was the practice under the old system.
