The Ordinance 494 1862, Section 3, confers on the Governor the power of increasing or diminishing the Police Force and I have to ask your approval of my exercise of this power on this occasion.

Ordinance 2° of 1862 organizing the new Police Force, Sect. 557, gives a power to increase or decrease the Police Force if necessary.
The cost must come from the Fund applicable for this Service, and must not fall on the General Revenue.
I have seen by letter dated 5 Aug (62) that there was some difficulty in finding the funds.

General Revenue is always wound up by a local Rate.
I think it might be fair to say that the Duke of Newcastle approved of the increase, although he contended that the number of men (551) defined in the Schedule of the Ordinance was sufficient.
