It will be seen by reference to the plan enclosed, that the Commissioners of Audit are in error in supposing "the further ground adjacent was Government ground, it was available building ground adjacent to that already built upon, forming a portion of Zernu Lot 11 and to which the first charge of £50 was made, and is far from additional ground being given, the semicircular area on the South West taken away in forming the Lot men.

Under such circumstances and considering that the rental was increased forty-fold, I did not advise the suction of any premium.
