I and with due vigilance on the part of the higher Executive Authorities I do not anticipate any infliction of injustice, arbitrary exercise of power.
I hope this explanation will be received by your Grace as satisfactory, and have only to add that the Regulations of 1857 to which I refer were transmitted to the Colonial Office in Governor Sir John Bowring's despatch No. 101 of 9th July 1857.

It is stated that the Governor's opinion does no doubt that Her Majesty's Government can authenticate the Regulations for deliberation and to ensure uniformity, a principle in the Prison Regulations of the 18th June to 1st July 1863, and that the new Regulation allows certain punishment for trivial offences within 5 months.
