before he passed on By a private note just received from Sir Frederick Bruce I learn that the Regulation was actually issued and published in a Shaughai Newspaper of 4th July, and how this escaped M. Wade's memory both Sir Frederick Bruce and myself are at a loss to account.

It will be reproduced at Sir Frederick's suggestion in the next Hongkong Gazette, and will have, I believe, salutary effect.
