I believe the custom of sending the Estimates separately in recent times arose from a misconception of Colonial Regulation that each Despatch should be confined to a single subject.
The practice existed as far back as the days of Sir John Davis.
This may be but an explanation in satisfaction, as the recent practice of sending each Report in separate despatches has been followed.
